As defined in March 2020, the April 2021 Visa mandate requires global acquirers to update their systems and processing to comply with Rapid Dispute Resolution (RDR).

Acquirers: 

  • Need to properly identify and distinguish RDR-resolved transactions from standard dispute transactions in the following locations:
  • Merchant-facing user interfaces (including dispute systems)
  • Transaction activity
  • Daily and monthly online and offline reporting
  • Billing reports
  • Must not count RDR-resolved transactions as disputes or include them in the merchant’s dispute ratio. Visa will not recognize RDR-resolved transactions as disputes.
  • Must prevent merchants from duplicating a response to disputes resolved through the RDR process. The seller systems and reports have already provided a response to credit the cardholder through the RDR process. Any additional response will be blocked by Visa.

RDR Certified Visa Acquirers

North American acquirers can certify through Visa to the above requirements, with the commitment they are not assessing dispute fees on RDR-resolved transactions and reflecting them separately and distinctly from chargebacks. Some acquirers, though not yet certified, have interim, Visa-approved processes in place to ensure RDR-resolved pre-disputes are not counted as disputes and sellers are credited for any RDR-resolved cases where the acquirer billed a chargeback fee.

RDR certified acquirers have registered with Visa that they are reflecting RDR cases separately/distinctly from disputes and do not assess a dispute fee on RDR accepts. Certification is currently only tracked in North America.

Acquirers often have multiple business entities and downstream processor and ISO partners. If an acquirer is listed as RDR certified, their entities and partners are also required to be certified. If you identify a discrepancy, please contact Client Support or you Verifi Relationship Manager.

* Acquirer requires additional technical effort to not bill sellers for RDR. As an interim measure, acquirer has certified with Visa to acknowledge RDR accepted transactions separate from disputes, and refund dispute fees on RDR accepted cases until they complete their technical work.
